Who We Are

The office of the Financial Commissioner (Ombudsman) was established and operates on the basis of the Law on the Establishment and Operation of the Unified Body for Out-of-Court Resolution of Financial Disputes of 2010, as amended and/or replaced from time to time. The Body is a Legal Entity of Public Law and is managed by a nine-member board of directors.

COMPLAINTS
SERVICE

The consumer submits a completed complaint form against a financial institution. The complaint, provided that it meets the submission and examination criteria, in accordance with the provisions of the relevant legislation (Law 84(I)/2010), will be examined by the Agency.

MEDIATION
SERVICE

Mediation is a structured dispute resolution process, which takes place between the interested parties, with the assistance of the mediator, with the aim of restructuring non-performing credit facilities in cases where they are secured by a mortgage on the main residence or business premises.

DEBT VERIFICATION
SERVICE

Possibility of submitting a complaint by an eligible debtor to confirm the required mortgage debt before the foreclosure process. The complaint, if it meets the required conditions, will be examined by the Agency.

Participation of the Financial Ombudsman in other out-of-court financial dispute resolution networks

FIN-NET

The Financial Ombudsman is a member of the European Financial Dispute Resolution Network FIN-NET.

FIN-NET is a network of national bodies responsible for the out-of-court settlement of consumer complaints in the financial services sector. The network covers the countries of the European Economic Area (EEA), namely the European Union (EU), Iceland, Liechtenstein and Norway.

FIN-NET was set up by the European Commission in 2001 with the aim of:

  • promoting cooperation between national financial dispute resolution bodies and
  • providing consumers with easy access to alternative procedures for the resolution of cross-border disputes relating to the provision of financial services.

The Financial Ombudsman is a member of the International Network of Financial Services Ombudsman Schemes (INFO Network).

The International Network of Financial Services Ombudsman Schemes (INFO Network) is an international network of dispute resolution bodies in the financial sector, such as financial intermediaries (Ombudsmen).

Its purpose is to exchange good practices, strengthen the independence and effectiveness of these bodies and promote the fair resolution of disputes between financial institutions and consumers.
